Community Development
The mission of the Community Development & Planning Office is to coordinate all planning, transportation, housing, and economic development activities for city agencies. The department is to provide a comprehensive vision of the City’s long-range goals, and to administer local development controls in a fair and equitable manner consistent with those goals. The office creates and implements specific programs to achieve a more vibrant downtown, diversify our economy, develop a range of housing types, protects ecologically sensitive open space networks, and promotes a safe, efficient, and environmentally conscious transportation system.

The City of Peabody's proactive approach to economic development resulted in the establishment of a revolving loan pool of funds administered by the Department of Community Development and Planning and a five member Community Development Authority.

- Community Preservation Committee
- The Community Preservation Act (CPA) helps communities preserve open space and historic sites, create affordable housing, and develop outdoor recreational facilities. The CPA is funded through a local option surcharge on property tax bills and a state match on those surcharges.
